The outer Bismarck MSA counties: the rural portions of Burleigh County (anchored by Lincoln, Bismarck-adjacent, plus small communities like Wilton, Wing, and Regan), Oliver County (anchored by Center, the county seat), and Sioux County (anchored by Fort Yates, the Standing Rock Sioux Tribe headquarters on the Standing Rock Indian Reservation). These are primarily rural areas with very low population density.
