Hidden mountain gem where the Wet Mountains meet affordable Front Range living
Beulah is one of Colorado's best-kept secrets for affordable mountain living. At ~6,500 ft elevation in the Wet Mountains, homes with forest access start under $350K — a fraction of what comparable mountain communities cost along the Front Range. The tradeoff: a 25-minute drive to Pueblo for groceries and services.
Beulah is unincorporated — there is no city government, no municipal water/sewer (wells and septic), and limited services. That's the appeal for many residents: minimal regulation, low taxes, and mountain solitude 25 minutes from a full-service city.

Pueblo West is a CDP governed by a metropolitan district, not a city. The Pueblo West Metro District provides water, sewer, parks, and fire — but there's no municipal police (Pueblo County Sheriff covers law enforcement). This means lower taxes but fewer city-level services.
