South of the Salt River and I-10, this region encompasses Phoenix's Laveen Village, the Ahwatukee Foothills community (geographically separated from the rest of Phoenix by South Mountain), and the small towns of Guadalupe and Tolleson. The Loop 202 South Mountain Freeway, completed in 2019, transformed commuting patterns by connecting the East and West valleys through the south. Laveen is one of Phoenix's fastest-growing urban villages, with new master-planned neighborhoods alongside agricultural heritage. Casa Grande, further south in Pinal County, serves as a regional hub along the I-10 corridor.

Tolleson is a ~5.6-square-mile incorporated city at the I-10 and 91st Ave interchange in the West Valley, ringed by Phoenix and Avondale. Founded in 1912 by Walter G. and Alethea H.
