The urban core of the Inland Northwest, centered on the Spokane River and Riverfront Park — site of Expo '74. Downtown hosts the region's densest employment, dining, arts, and nightlife, while surrounding neighborhoods like Browne's Addition, West Central, and the University District (home to Gonzaga) offer walkable city living. Nearly all communities here fall within Spokane city limits (Phase C scope).
